POSITION SUMMARY:

     The Chief Executive Officer (CEO) is accountable for providing leadership, strategic direction, and vision for the development and achievement of the organization’s mission in partnership with the council’s Board of Directors.  The incumbent works closely with the Board of Directors and senior management team to shape the council business strategy.  She/He provides direction and guidance to the council in the development of goals and objectives to execute and implement the strategy within the framework of the organization’s policies and standards. 

     She/He promotes Girl Scout visibility and strengthens the Girl Scout image in the community.  The incumbent works in partnership with the national organization to promote the Girl Scouts public policy agenda and position Girl Scouts as a premiere voice for girls.

     The incumbent ensures that council affairs are conducted in a manner consistent with corporate and charter requirements, as well as federal, state, and local laws and regulations.  She/He works in partnership with the Board chair to manage the due diligence process to ensure timely attention to critical issues.

     The CEO is responsible for stewardship of the council’s human, material, and fiscal assets.  The incumbent is responsible for all hiring, release, retention, and management of employed staff; for the appointment, retention or release of operational volunteers; for directing the management and development of the council’s physical resources; and for oversight of the council’s fiscal activities.


MAJOR ACCOUNTABILITIES:

1.   Provides leadership, support, and direction to ensure that the mission and core values of Girl    Scouting are put into practice within the council jurisdiction.

2.   Initiate the development, implementation, and communication of effective growth strategies and processes.  Leverage the council’s resources to support sustained membership growth.

3.   Act as a catalyst for and effective developer of strategies and solutions to key business challenges.

4.   Ensure the development and delivery of high-quality services to girl and adult members throughout the council’s jurisdiction.

5.   Ensure the corporate and/or legal responsibilities of the council are fulfilled by keeping informed on legislation and current legal requirements and by keeping the board informed of pertinent trends and legislative activities that affect the work of the council.

6.   Work in partnership with the national organization to promote the national policy agenda and implement a unified policy voice and advocacy strategy.

7.   Ensure that pluralism is institutionalized within the council’s activities and functions to enhance organizational diversity; ensure and promote non-discrimination in every aspect of Girl Scouting.

8.   Provide support to the board of directors in the development and execution of fund development strategies to enable the council to meet growth and market share objectives.

9.   Collaborate with the national organization to carry out the purpose of the Girl Scout Movement as set forth in the Preamble to the Constitution of Girl Scouts of the U.S.A.; to ensure that charter requirements are met; and to obtain information and resources related to operational and governance issues.

10. Act as an advocate and chief spokesperson for Girl Scouting within all sectors of the jurisdiction by representing the council to the general public and to the corporate community; build community awareness and support for the council’s contribution to the community’s needs and values.

11. Direct the planning process by providing direction and guidance in the formulation, integration and implementation of long and short-term operating objectives and actions to support the business strategy.  Provide leadership on critical issues affecting the council.

12. Work with the management team to develop, enhance, and implement policies, procedures, and systems that will improve the overall capacity of the council’s structures, processes, and operations and the effectiveness of its delivery systems.

13. Evaluate and advise on the impact of new programs and strategies aimed at stimulating and sustaining membership growth; ensure program quality through the development and implementation of standards, controls, and evaluation methodologies.

14. Build and develop a cohesive management team.  Lead the team in the selection, management and retention of a talented council workforce committed to the Girl Scout mission.

15. Ensure the financial health and integrity of the council by employing sound fiscal controls and by effectively integrating, managing, and leveraging the council’s resources and assets.

16. Provide leadership and guidance for the design, development, and implementation of volunteer and human resource systems to ensure that the council is able to attract and retain a diverse and well-qualified talent pool of volunteers and employed staff.

ADDITIONAL QUALIFICATIONS:

1.  Bachelor’s Degree in Business, Communications, Marketing or a minimum 10 years equivalent experience.

2.  Five to seven years in a top senior management position, including staff management.

3.  Experienced in development and management of operating and capital budgets.

4.  Proven experience in the field of fund raising, girl/volunteer management, property management.

5.  Outstanding written and verbal communications skills.

6.  Public speaking experience.

7.  Strategic planning experience.

8.  Able to motivate others.

9.  Open to feedback from staff and volunteers.
