The body of adult Girl Scouts that elects delegates to the Annual Corporate Meeting, advises the board of directors on policy, and receives reports on the progress of the council is called an Association. Girl Scouts of Silver Sage Council has 5 Associations, made up of service units that are geographically close to one another and are designated as:
#1 -- Eastern Idaho
#2 -- Southeastern Idaho
#3 -- Central Idaho
#4 -- Eastern Treasure Valley and counties directly to the north and south
#5 -- Western Treasure Valley, Duck Valley Indian Reservation in Idaho and Nevada, and Malheur County in Oregon

Associations meet twice a year, spring and fall, and the delegates elected from each attend the Annual Corporate Meeting in April. Each Association has a chair, a board of directors liaison, and a council staff liaison who are present for each meeting and responsible for bringing information and receiving questions from the adult membership of the council.
